任务名称:工业园区土壤和地下水预防预警系统建立(CC-5-7)

中国政府已向全球环境基金申请一笔贷款,用于建设中国污染场地管理项目,并计划将其中的部分贷款用于采购咨询服务。项目旨在提高我国污染场地管理能力,并对持久性有机污染物(POPs)及其他危险化学物质污染场地的环境无害化识别和清理进行示范。

本咨询服务(以下称“服务”)内容包括三个任务:1)识别长寿工业园示范区潜在的土壤和地下水污染风险源,研究提出重点控制的有毒有害化学物质清单及土壤和地下水污染风险防控体系建设方案(明确防控重点、目标、技术措施和管理对策),为提升园区土壤和地下水预防预警管理能力提供技术支持;(2)根据园区土壤与地下水环境质量动态变化规律,预测其扩散速度、深度和影响边界等演变趋势,确定土壤与地下水环境风险等级,制订园区相应的管理制度、应急预案和防治措施;(3)构建园区土壤与地下水污染预防预警体系,建立长寿园区土壤与地下水预警与应急响应系统平台;构建园区土壤与地下水环境风险管理体系并组织相关培训工作,进行园区风险预警的环境与社会管理示范实践;提出并编制基于园区土壤与地下水环境污染预防预警的相关指导性标准规范,为管理部门管理并保障园区土壤与地下水环境质量提供决策依据和技术支持。本项工作预计201712月开始,期限36个月,预计共需要79个人月数。

重庆市环境保护局“中国污染场地管理项目”项目办(重庆项目办)现邀请合格的咨询顾问公司(以下简称“咨询顾问”)表达他们提供相应咨询服务的兴趣。有兴趣的咨询顾问应当提供相应的材料,证明具备相应的资质和相关的经验能够胜任这项服务。

入选短名单的标准:1)具有合法的经营资格;(2)了解工业有毒有害物质特性及其在土壤和地下水中的暴露途径,具备5年以上土壤和地下水污染防治经验;过去5年至少完成1个与化学品管理、土壤地下水污染尽职调查、企业环境和社会风险评估、化学品污染防治技术或应急响应技术之一的项目业绩;(3)咨询服务机构可以通过联合体或总包/分包的联合方式以加强其资历,联合体的主办人或总包人应该具有以上(2)的项目业绩,咨询服务机构或其联合体成员、分包人应至少具有1个预警系统开发经验。

工业园区土壤和地下水预防预警系统建设

工作大纲(CC-5-7

    一、项目背景

我国工业园区在产业集聚、促进区域经济发展和产业升级改造中起了重要作用,是推动工业和经济发展的主要载体之一。据统计,截至2014年,全国共有各级各类工业园区7000余家。但是,我国工业园区建设起步晚,产业布局混乱,环保设备设施不完善,无法实现工业三废统一治理和循环利用,忽略污染减排和生态环境建设,致使各种污染物随工业三废的进入环境,导致园区成了污染重灾区污染聚集区

根据《全国土壤污染状况调查公报》显示,在146家工业园区的2523个调查点位中,超标点位29.4%,工矿业废弃地土壤环境问题突出。研究表明,污染土壤在雨水、径流及渗透作用下将引起地下水污染,而污染地下水通过迁移和溶质运移作用也会导致土壤的污染。为加强污染场地土壤与地下水污染的防治,环保部颁布了《土壤污染防治行动计划》(简称土十条)。环境保护部环境保护对外合作中心与全球环境基金(GEF中国污染场地管理项目,选择重庆进行工业园区土壤与地下水污染预防预警体系建设示范项子项目,提升工业园区环境管理和风险防范水平。

    二、示范工业园区介绍

重庆市长寿经济技术开发区(以下简称长寿经开区),成立于2010年,是国家化工新材料高新技术产业化基地、国家级循环经济试点园区,位于重庆东北部,总占地面积为73.6平方公里。园区分为五个主要工业区:天然气化工、石油化工、新材料和新能源产业、黑色冶金、装备制造。迄今为止,有148家企业在园区运营,其中,有大约20家世界500强企业和30家跨国公司,园区内存在的潜在污染物包括持久性有机污染物,如:多氯联苯(PCB)、全氟辛烷磺酸(PFOS)和二恶英、多环芳烃(PAH)和其他有毒污染物。

长寿经开区管理委员会设有环保局,负责园区环境管理,园区已建成污水、固废、危险废弃物等污染处理处置设施,同时,建有应急指挥中心、重大危险源视频监控系统、联动报警系统、消防特勤站等环境监控和应急体系。

建立工业园区土壤与地下水污染预防预警体系与建设示范项目。根据项目安排,拟对重庆市长寿化工园区(以下简称“示范区”)开展土壤与地下水环境开展预防预警体系建设示范,通过调查识别该区域潜在的土壤和地下水污染风险源,开展土壤与地下水中风险要素的现状和变化情况监测,分析风险演变情况,建立应急响应与风险管理和预防预警系统应用示范,以期对化工园区土壤与地下水污染预防预警提供案例与示范。

长寿化工园区示范区占地16平方公里,目前已入住企业37家,涉及化工、农药、制药、涂料及纳米等新材料行业。

    三、工作目标

识别长寿工业园示范区潜在的土壤和地下水污染风险源,研究提出重点控制的有毒有害化学物质清单及土壤和地下水污染风险防控体系建设方案(明确防控重点、目标、技术措施和管理对策),为提升园区土壤和地下水预防预警管理能力提供技术支持。

根据园区土壤与地下水环境质量动态变化规律,预测其扩散速度、深度和影响边界等演变趋势,确定土壤与地下水环境风险等级,制订园区相应的管理制度、应急预案和防治措施。

构建园区土壤与地下水污染预防预警体系,建立长寿园区土壤与地下水预警与应急响应系统平台;构建园区土壤与地下水环境风险管理体系并组织相关培训工作,进行园区风险预警的环境与社会管理示范实践;提出并编制基于园区土壤与地下水环境污染预防预警的相关指导性标准规范,为管理部门管理并保障园区土壤与地下水环境质量提供决策依据和技术支持。

    四、工作内容

4.1 风险识别和预防预警体系建设方案

调查园区化学品的生产、使用和排放情况,分析有毒有害化学物质环境释放和排放情况,识别园区重点控制有毒有害化学物质及其对园区及周边环境土壤和地下水污染的潜在风险,提出风险防范体系建设方案。此项工作要争取地方项目办的充分支持,与园区及区内企业保持密切沟通,并在各重要阶段召开专家研究会,保证所提方案的科学性、合理性和可操作性。主要工作内容如下:

  1. 调查示范区企业基本信息。设计调查方案及调查表,现场调查园区生产企业布局,重点调查示范区各企业化学物质(原料和辅料)的生产、使用、贮存、转运、废弃和可能的环境释放等信息,示范区大气、水和固废等污染治理设施及运行情况,可获取的监测数据,示范区及区内各企业相关化学品管理的规章制度;
  2. 收集长寿工业园区区域水文地质资料、气象资料(风向、降雨等),了解当地地下水和土壤特性和背景数值,分析园区污染物扩散情况;
  3. 调查识别园区及周边环境区域的潜在敏感受体(包括农田、水源保护地、居民居住区等);
  4. 逐一分析示范区企业生产、使用和排放的各个化学物质的理化性质及环境和健康危害性,研究制定示范区有毒有害化学物质的筛选因子,确定示范区重点评估的有毒有害化学物质清单,形成危害性信息数据库;
  5. 识别有毒有害物质的暴露途径,利用技术模拟并结合实际监测等手段预测有毒有害物质可能的环境暴露浓度,分析其对园区及周边环境敏感受体的潜在暴露风险,提出示范区重点控制的有毒有害化学物质清单;
  6. 针对重点控制的有毒有害化学物质,开展示范区土壤和地下水易污染环节调查,包括化学品原料与废物储存、污水管网等、变压器、地上和地下的储罐、排水渠和污水池、潜在污染泄漏点位、危险化学品存储等,识别重点控制的有毒有害物质的潜在风险源,绘制风险源分布图;
  7. 调研国际上有关重点有毒有害化学物质的管理和风险控制经验;
  8. 评估示范区现有土壤和地下水污染预防预警监测体系,研究提出示范区防范有毒有害化学物质进入土壤和地下水的监测需求,明确监测的污染因子和监测位置;
  9. 评估园区现有管理和污染控制技术措施,从污染预防和风险防范角度,围绕园区有毒有害化学物质的生命周期各环节,综合考虑各企业现有工艺情况和管理基础,借鉴国际上有关风险防控的最佳可行技术和最佳环境实践经验,研究提出示范区有毒有害物质的风险防控目标、风险防控技术措施(含预警释放监测和工程控制措施)和管理(企业化学品管理规章制度和园区化学品相关管理制度及能力)对策建议,为示范区土壤和地下水风险防范体系建设和完善提供技术支持;
  10. 协助项目办开展园区有毒有害物质的风险防控技术措施和管理对策方面的培训,指导园区及示范企业开展有毒有害化学物质风险防范示范工作;
  11. 持续跟踪园区预防预警监测体系的监测结果,协助项目办识别异常情况的问题源头,提出解决对策建议;
  12. 考虑园区及周边环境潜在敏感受体的保护需求及园区目前有毒有害化学物质的潜在暴露风险,研究提出示范区域新入园企业的有毒有害化学物质的控制要求。
  13. 重要的是区分[1]历史污染(至少多年),[2]慢性(持续)污染源(例如泄漏污水管线)和[3]偶然污染源(溢出事故)。对于[2][3],咨询公司将提出强制性报告制度和严格规定的建议,包括数据报告要求和立即治理修复、预防未来突发事件的程序。这个区别对于确定工作内容4.1下的措施和设计监测和报告系统很重要。建立土壤和地下水污染水平基准的全部努力(工作内容4.2)包括确定和动力学预测建模对于处理历史污染源、发现新的没有被报告和清理的污染源很重要(如果有的话)。
  14. 在风险识别过程中,咨询公司如果确认了任何现有污染源,需要向外经办、重庆项目办及园区环保部门报告。根据国际惯例,任何当前污染土壤和地下水的污染是不可接受的,应立即报告和停止,并立即清理目前污染的任何后果。这并没有考虑到风险级别。因此即使相对无害的污染物也要立即清理,即使它们少量溢出。所有基于风险的治理修复(或风险控制)仅适用于历史污染,不适用于近期的污染。(突发性的污染事件采取应急的方式进行处置,对于历史原因造成的持续性污染源,采取基于风险的治理修复或风险管控方式进行处置。

4.2土壤及地下水污染风险趋势分析及预警指标研究

1)建立土壤和地下水污染风险预警评估技术方法

绘制环境风险源的时空变化图:追踪环境风险源信息,明确其地理坐标、建立时间、运行时间和退出时间等信息,以建立环境风险源动态变化图;

建立地下水污染扩散预测模型:根据园区和企业土壤和地下水调查结果,结合水文地质资料,针对超标污染物,选择适合的污染扩散模型,预测地下水污染物扩散和消减规律;

建立地下水的环境风险源的危害评估方法和预警等级评估方法:针对地下水脆弱性、污染源潜在危害性、污染源荷载风险三方面建立评估方法,并分析现有应急体系,根据项目需求,改进或扩充现有体系,建立基于GIS平台的预警预测体系。

通过层次分析法计算各预警指标的权重,选择风险大、敏感性的关键指标;

根据地下水风险源综合评价结果,建立地下水污染风险预警等级分级标准;

建立土壤污染风险预警等级和指标体系:选择综合的土壤污染风险评估方法、指标体系, 并建立土壤污染风险预警分级方法;

2)开展长寿工业园土壤和地下水污染风险预警

进行园区土壤和地下水污染风险预警评估;

绘制园区土壤和地下水污染风险等级图:包括建立环境风险分级图、受体脆弱性区划图、建立整体环境风险区划图等;

评估土壤与地下水污染预防预警技术的有效性及可靠性,进一步完善预警指标体系。

4.3土壤及地下水风险管理与应急响应系统建立

1)建立园区土壤和地下水环境质量数据库

制定园区和企业的长期监测点长期计划,并将监测结果呈报园区环保局。

园区环保局在大气、污水和固废档案管理系统的基础上,新建园区土壤和地下水数据档案系统,并专门人员负责对数据进行整理、存档和数字化。

数据库包括空间数据库和属性数据库。空间数据库包括基础地理数据库、重点风险源数据库、敏感受体数据库、水文地质数据库、土壤与地下水监测数据库等;属性数据库包括工业园区土壤与地下水污染预防预警指标库、地下水污染预警模型库、土壤与地下水相关标准规范库等。

2)建立园区土壤和地下水污染预警信息管理平台

①信息平台设计:拟以Oracle等数据库软件作为后台支持实现空间数据及属性数据管理,采用GIS软件提供数据管理及地图服务功能,系统结构拟采用跨平台的B/S架构。系统整体架构采用通用的三层模型。最底层为数据库层,主要负责数据的存储、管理和维护;中间层为服务层,主要为通过数据库和地图服务,负责处理和响应客户层的请求;最上层是用户层,主要为用户提供浏览、查询和分析数据的界面和接口。

②信息平台的整合:以园区应急中心的安全、环保、应急管理系统为基础,将污染源监测、土壤和地下水监测等监测系统接入现有监测监控系统,同时,将环境质量数据模块、风险评估模块、预警计算模块、应急管理模块、以及专家库等相关模块单元整合、嵌入,经调试后运行使用。

③信息平台管理权限分配和设置:针对园区污染预警信息平台,制定相应的管理权限和负责人,并将方案上报重庆市环保局备案。

3)编制园区土壤和地下水污染风险应急方案

建立土壤与地下水突发污染事故登记报告制度;

根据园区土壤和地下水污染风险预警等级划分,针对高风险等级情况制定应急方案和防范措施。

4)组织园区和重点污染企业进行技术指南、信息系统的培训。

5)开展园区风险预警的环境与社会管理

编制园区土壤和地下水污染风险的环境和社会管理方案;

在园区内选择优秀的企业进行环境与社会管理体系案例实践;

组织园区环保局和企业相关人员开展环境与社会管理体系培训。

6)专家评审

针对阶段性成果和预警信息数据和信息平台建设方案,召开技术鉴定论证会,经过园区环保局管理部门、风险评估和预警专家等方面专家认可后方法实施;

针对工业园区土壤与地下水污染环境与社会管理,组织相关方面专家进行评审。

    五、产出

  1. 总体方案,包括:示范区有毒有害化学物质危害性信息数据库和示范区重点控制的有毒有害化学物质清单及清单筛选说明材料;示范区有毒有害化学物质的潜在风险源分布图;示范区防范有毒有害化学物质进入土壤和地下水的监测方案;示范区土壤和地下水风险防范体系建设方案(有毒有害物质的风险防控目标、技术措施和管理对策建议);强制性报告制度和严格规定的建议;示范区新入园企业的有毒有害化学物质的控制要求;
  2. 示范区土壤及地下水污染风险评估及趋势分析,及可能出现的风险预警报告;
  3. 示范区土壤和地下水污染预警信息平台;
  4. 示范区土壤和地下水污染风险的环境和社会管理方案及风险应急方案;
  5. 有毒有害物质的风险防控技术措施和管理对策以及培训材料;
  6. 示范区土壤和地下水污染风险预防预警培训教材(包括环境和社会管理);
  7. 示范区土壤和地下水污染预防预警综合管理制度。

    六、时间要求

项目预计从201712月开始,至202012月结束。

    七、资质要求

承担此项咨询服务的机构需要具备至少如下资质:

  1. 具有合法的经营资格;
  2. 了解工业有毒有害物质特性及其在土壤和地下水中的暴露途径,具备5年以上土壤和地下水污染防治经验;过去5年至少完成1个与化学品管理、土壤地下水污染尽职调查、企业环境和社会风险评估、化学品污染防治技术或应急响应技术之一相关的项目业绩;
  3. 咨询服务机构可以通过联合体或总包/分包的联合方式以加强其资历,联合体的主办人或总包人应该具有以上(2)的项目业绩,咨询服务机构或其联合体成员、分包人应至少具有1个预警系统开发经验。

Assignment Title: Establishment of Soil and Groundwater Prevention and Warning System in Industrial Park under the China Contaminated Site Management Project-Chongqing

The People’s Republic of China has received financing from Global Environmental Facility (GEF) toward the cost of the China Contaminated Site Management Project, and intends to apply part of the proceeds for consulting services. The Project aims to improve the country’s capacity for managing site contamination, and demonstrate environmentally sound identification and cleanup of sites contaminated with POPs and other hazardous chemicals.

The consulting services (“the Services”) include three tasks as: (i) Identify the potential soil and groundwater pollution risk sources in the demonstration area of Changshou Industrial Park, study and propose the list of toxic and hazardous chemical substances subject to key control and the scheme/plan for establishment of the soil and groundwater pollution risk prevention and control system (define the key points, objectives, technical measures and management countermeasures of prevention and control) and provide technical support for enhancing the soil and groundwater prevention and warning management abilities for enterprises in the industrial park. (ii) According to the quality dynamics change rules of the soil and groundwater environment of the industrial park, predict the evolution trends such as the diffusion rate, depth and influence boundary, determine the soil and groundwater environmental risk level and prepare the corresponding risk management system, emergency plan and prevention & control measures for the demonstration area of the industrial park. (iii) Establish the soil and groundwater pollution prevention and warning system of the industrial park and establish the soil and groundwater warning and emergency response system platform of Changshou Industrial Park; establish the soil and groundwater environmental risk management system of the industrial park, organize the relevant training work and carry out environmental and social management demonstration practices for risk warning of the industrial park; put forward and prepare the relevant guiding standard specifications based on the soil and groundwater environmental pollution prevention and warning of the industrial park and provide the decision basis and technical support for the management department to manage and guarantee the soil and groundwater environmental quality of the industrial park. The Services is expected to begin in December 2017 for a period of 36 months. The total estimated number of staff.months is 79.

The Chongqing Environmental Protection Bureau Project Management Unit (Chongqing PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: 1Have the legal business qualification; and2Be familiar with industrial hazardous chemical characteristics, the exposure routes of pollutants in soil and groundwater, with over 5-year experiences in soil and groundwater pollution prevention and control; Complete at least one assignment in one of the five aspects (chemical management, soil/groundwater pollution due diligence review, environmental and social risk assessment of industries, chemical pollution prevention and control technology, and emergency responses technologies) in the past five years. (3) Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The lead partner of the joint ventures or the main consultant should have the project experience of (2) above; and the consultants or any partner of the joint venture or the main or subconsultants should have at least one early warning system development experience.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the QUALITY-BASED SELECTION (QBS) method set out in the Consultant Guidelines.

Establishment of Soil and Groundwater Prevention and Warning System in Industrial Park under the China Contaminated Site Management Project-Chongqing

I. Project Background

In China, the industrial parks play an important role in industrial agglomeration and promotion of regional economic development and industry upgrading and they are one of the main carriers promoting industrial and economic development. According to statistics, by 2014, there were totally over 7000 industrial parks of various levels and various types in China. However, late start of construction of Chinese industrial parks, disordered industry layout and imperfect environmental protection equipment and facilities result in failure in unified treatment and recycling of industrial "three wastes", negligence of pollution reduction and construction of ecological environment, entry of various pollutants into the environment along with industrial "three wastes" and transformation of industrial parks into "pollution affected areas" and "pollution gathering areas".

National Survey of Soil Pollution shows that among 2523 survey points of 146 industrial parks, 29.4% points exceed the standards and have outstanding soil environmental problems on industrial and mineral waste lands. Researches show that the polluted soil will result in groundwater pollution under the action of rainwater, runoff and infiltration, while groundwater pollution will also result in soil pollution under the action of groundwater migration and solute transportation. In order to strengthen prevention of soil and groundwater pollution on the pollution site, the Ministry of Environmental Protection of the People's Republic of China issued Soil Pollution Prevention Action Plan (hereinafter referred to as Ten Soil Clauses). In "China Contaminated Site Management Project" of Foreign Economic Cooperation Office of the Ministry of Environmental Protection of the People's Republic of China and Global Environment Facility (GEF), Chongqing is selected as a demonstration city and will carry out an activity for Establishment of Soil and Groundwater Pollution Prevention and Warning System of Industrial Park, so as to enhance the environmental management and risk prevention capacity at the industrial park.

II. Introduction to Demonstrative Industrial Park

Chongqing Changshou Economic and Technological Development Zone (hereinafter referred to as CETDZ) was established in 2010, it is a national new chemical materials high-tech industrialization base and a national-level circular economic pilot industrial park located at the northeast of Chongqing, with a total land area of 73.6km2. The industrial park is divided into five main industrial zones: natural gas chemical industry, petrochemical industry, new materials and new energy industry, ferrous metallurgy and equipment manufacture. So far, there are 148 enterprises operating in the industrial park, including about twenty global top 500 enterprises and thirty multinational corporations, and the existing potential pollutants in the industrial park include persistent organic pollutants, for example, polychlorinated biphenyl (PCB), perfluorooctane sulfonate (PFOS), dioxin, polyaromatic hydrocarbon (PAH) and other toxic pollutants.

CETDZ Management Committee assigns an environmental protection agency responsible for environmental management of the industrial park, the pollution treatment and disposal facilities for waste water, solid wastes and hazardous wastes, etc. have been constructed in the industrial park, and meanwhile, the environmental monitoring and emergency systems such as the emergency command center, the major hazard source video monitoring system, the linkage alarm system and the fire service station have been constructed.

 According to the project arrangement, it is proposed to carry out demonstration for establishment of the prevention and warning system for the soil and groundwater environment in Chongqing Changshou Industrial Park (hereinafter referred to as the Demonstration Area), identify potential soil and groundwater pollution risk sources in the demonstration area through investigation, monitor the current situations and changing situations of the risk factors in soils and groundwater, analyze the risk evolution situations and establish the demonstration for application of the emergency response and risk management and prevention and warning system, so as to provide the example and demonstration for soil and groundwater pollution prevention and warning in the chemical industrial park.

The demonstration area of Changshou Industrial Park occupies a land area of 16 km2 and 37 enterprises have entered by now, involving new materials industries such as chemical industry, pesticide pharmacy, coating and nanometer.

III. Objectives

Identify the potential soil and groundwater pollution risk sources in the demonstration area of Changshou Industrial Park, study and propose the list of toxic and hazardous chemical substances subject to key control and the scheme/plan for establishment of the soil and groundwater pollution risk prevention and control system (define the key points, objectives, technical measures and management countermeasures of prevention and control) and provide technical support for enhancing the soil and groundwater prevention and warning management abilities for enterprises in the industrial park.

According to the quality dynamics change rules of the soil and groundwater environment of the industrial park, predict the evolution trends such as the diffusion rate, depth and influence boundary, determine the soil and groundwater environmental risk level and prepare the corresponding risk management system, emergency plan and prevention & control measures for the demonstration area of the industrial park.

Establish the soil and groundwater pollution prevention and warning system of the industrial park and establish the soil and groundwater warning and emergency response system platform of Changshou Industrial Park; establish the soil and groundwater environmental risk management system of the industrial park, organize the relevant training work and carry out environmental and social management demonstration practices for risk warning of the industrial park; put forward and prepare the relevant guiding standard specifications based on the soil and groundwater environmental pollution prevention and warning of the industrial park and provide the decision basis and technical support for the management department to manage and guarantee the soil and groundwater environmental quality of the industrial park.

IV. Scope of Work

  1. Risk Identification and Scheme/Plan for Establishment of Prevention and Warning System

Investigate the production, usage and emission situations of chemicals in the industrial park, analyze the environmental release and emission situations of toxic and hazardous chemical substances, identify the toxic and hazardous chemical substances subject to key control in the industrial park and the potential risks of pollution to the soils and groundwater in the industrial park and surrounding environment and put forward the construction scheme for the risk prevention system. Regarding such work, seek full support from the local project office, keep close contact with the industrial park and the enterprises in the industrial park, hold the expert seminar at various important stages and guarantee the scientificity, rationality and operability of the proposed scheme. Main work contents are as follows:

1Investigate the basic information of the enterprises in the demonstration area. Design the investigation scheme and the questionnaire, perform site investigation on the layout of production enterprises in the industrial park, and lay emphasis on investigation of the production, usage, storage, transfer, abandonment and possible environmental release information, etc. of chemical substances (raw materials and auxiliary materials) from various enterprises in the demonstration area, the pollution treatment facilities for air, water and solid wastes, etc. in the demonstration area and operating conditions, possibly acquired monitoring data as well as regulations and rules on management of relevant chemicals from the demonstration area and various enterprises in the demonstration area;

2Collect the regional hydrogeological data and meteorological data (wind direction and precipitation, etc.) of Changshou Industrial Park, get acquainted with local groundwater and soil characteristics and background values and analyze the pollutants diffusion situations of the industrial park;

3Investigate and identify the potential sensitive receptors (including farmlands, water conservation areas and residential areas, etc.) in the industrial park and the surrounding environmental areas;

4Analyze one by one the physical and chemical properties of various chemical substances produced, used and discharged by the enterprises in the demonstration area as well as the environment and health hazards, study and prepare the screening factors of toxic and hazardous chemical substances in the demonstration area, determine the list of toxic and hazardous chemical substances subject to key evaluation in the demonstration area and form the hazardous information database;

5Identify the exposure pathways of toxic and hazardous substances, utilize technique simulation and combine actual monitoring means, etc. to predict the possible environmental exposure concentration of toxic and hazardous substances, analyze the potential exposure risks to the sensitive receptors in the industrial park and the surrounding environment and put forward the list of hazardous and toxic chemical substances subject to key control in the demonstration area;

6For the toxic and hazardous chemical substances subject to key control, investigate the links vulnerable to pollution for soils and groundwater in the demonstration area, including storage of chemical raw materials and wastes, sewage pipe networks, transformers, overground and underground storage tanks, drains & sewage pools, potential pollution leakage points and storage of hazardous chemicals, etc., identify potential risk sources of toxic and hazardous substances subject to key control and prepare the distribution diagram of risk sources;

7Investigate and survey the international management and risk control experiences related to key toxic and hazardous chemical substances;

8Evaluate the existing soil and groundwater pollution prevention, warning and monitoring system of the demonstration area, study and put forward the monitoring requirement of preventing toxic and hazardous chemical substances from entering soils and groundwater in the demonstration area and define the to-be-monitored pollution factors and monitoring positions;

9Evaluate the existing management and pollution control technical measures of the industrial park, from the perspective of pollution prevention and risk prevention, surrounding various links of the life cycle of toxic and hazardous chemical substances in the industrial park, comprehensively considering the existing process conditions and management basis of various enterprises, learning the international best available technologies and best environmental practice experiences related to risk prevention and control, study and put forward the risk prevention and control objectives for toxic and hazardous substances in the demonstration area, risk prevention and control technical measures (including warning, release monitoring and engineering control measures) and management (regulations and rules of enterprises on management of chemicals as well as management systems and abilities of the industrial park related to chemicals) countermeasures and suggestions, and provide technical support for construction and perfection of the soil and groundwater risk prevention system of the demonstration area;

10Coordinate with the project office in training the risk prevention and control technical measures and management countermeasures for toxic and hazardous substances in the industrial park, and guide the industrial park and the demonstration enterprises to carry out the risk prevention and demonstration work for toxic and hazardous chemical substances;

11Keep tracking the monitoring results of the prevention, warning and monitoring system of the industrial park, coordinate with the project office in identifying the sources of problems of abnormal situations and put forward countermeasures and suggestions;

12Considering the protection requirements for potential sensitive receptors in the industrial park and the surrounding environment as well as the potential exposure risks of existing toxic and hazardous chemical substances in the industrial park, study and put forward the control requirements for toxic and hazardous chemical substances from newcomers in the demonstration area.

(13) It is important to distinguish between [1] historic contamination (at least multiple years old), [2] chronic (ongoing) sources of pollution (e.g. from leaking sewer lines) and [3] incidental ones (spills, accidents). For [2] and [3], a recommendation of mandatory reporting system and strict rules will be proposed by the consultants with details on data reporting requirements and procedures for immediate repair, cleanup and prevention of future incidents. This distinction is important to define measures and design monitoring and reporting systems under the Task A. The whole effort to establish a baseline of contamination levels in soil and groundwater including modelling to identify and predict dynamics (Task B) is important to deal with historic contamination (if any) and to discover more recent sources of contamination in case they have not been reported and cleaned up, as they should have been.

(14) During risk identification, the consultants should report on any current pollution if identified to FECO, Chongqing PMU and the Industry Park Environmental Protection Agency. In line with common international practices, any current pollution of soil and groundwater if identified is unacceptable and should be immediately reported and stopped and any consequence of current pollution should be cleaned up immediately. This is without any consideration of the risk level. So, even relatively harmless pollutants also need to be cleaned up immediately, even if they are spilled in small quantities. All the business about risk-based remediation (or control of contaminated sites) only applies to historic pollution, it does not apply to fairly recent contamination.(Accident pollution will be handled in an emergency manner, and risk-based remediation (or control of contaminated sites) will be applied to historic contamination)

B. Research on Risk Trend Analysis and Warning Indexes of Soil and Groundwater Pollution

1Establishing the technical method for soil and groundwater pollution risk warning and evaluation

Prepare the time and space change maps of environmental risk sources: Track the environmental risk sources information and define the geographic coordinates, establishment time, operation time and exit time, etc. to establish the dynamic change map of environmental risk sources;

Establish the groundwater pollution diffusion prediction model: According to the soil and groundwater investigation results of the industrial park and the enterprises, combined with the hydrogeological data, for pollutants exceeding the standards, select suitable pollution diffusion models and predict the groundwater pollutants diffusion and reduction rules;

Establish the hazard evaluation method and warning level evaluation method for groundwater environmental risk sources: Establish the evaluation method in three aspects: groundwater vulnerability, potential hazard of pollution sources and load risks of pollution sources, analyze the existing emergency system, improve or expand the existing system according to the project requirements and establish the warning and prediction system based on GIS platform.

Calculate the weights of various warning indexes by the analytic hierarchy process and select the key indexes with high risks and sensitivity;

According to the comprehensive evaluation results of groundwater risk sources, establish the grading standard for groundwater pollution risk warning levels;

Establish the soil pollution risk warning level and index system: Select the comprehensive soil pollution risk evaluation method and index system and establish the soil pollution risk warning grading method;

2Carrying out the soil and groundwater pollution risk warning of Changshou Industrial Park

Perform the soil and groundwater pollution risk warning and evaluation of the industrial park;

Prepare the soil and groundwater pollution risk level map of the industrial park: including establishing the environmental risk level map and the receptor vulnerability zoning map and establishing the overall environmental risk zoning map, etc.;

Evaluate the effectiveness and reliability of the soil and groundwater pollution prevention and warning technology and further perfect the warning index system.

C. Establishment of Soil and Groundwater Risk Management and Emergency Response System

1Establishing the soil and groundwater environmental quality database of the industrial park

Prepare a long-term plan for long-term monitoring points for the industrial park and the enterprises, and report the monitoring results to the environmental protection agency of the industrial park.

The environmental protection agency of the industrial park establishes a new soil and groundwater data file system for the industrial park based on the air, waste water and solid waste file management system and assigns special personnel to sort out, file and digitize the data.

The database includes a spatial database and an attribute database. The spatial database includes the basic geographic database, the key risk sources database, the sensitive receptors database, the hydrogeological database and the soil and groundwater monitoring database, etc.; while the attribute database includes the soil and groundwater pollution prevention and warning index database of the industrial park, the groundwater pollution warning model database and the soil and groundwater related standard and specification database, etc.

2Build the warning information management platform for soil and groundwater pollution in the park.

Information platform design: it is proposed to take Oracle and other database software as back-office support to realize spatial data and attribute data management, adopt GIS platform software to provide data management and map service function, and adopt the cross-platform B/S architecture for system structure. General three-layer model is used for overall system architecture. The bottom layer is the database layer, mainly responsible for data storage, management and maintenance; the immediate layer is the service layer, responsible for handling and responding to the request of customer layer; the top layer is the customer layer, mainly providing interface for browsing, querying and analyzing data to the user.

Integration of information platform: based on the safety, environment protection and emergency management system of the emergency center in the park, connect pollution source monitoring, soil and groundwater monitoring and other monitoring systems to existing monitoring system, meanwhile, integrate and embed environmental quality data module, risk assessment module, warning calculation module, emergency management module, expert database and other relevant module units, and operation after debugging.

Allocation and setup of information platform administration authority: For the warning information platform for pollution in the park, prepare corresponding administration authority and person in charge, and report the plan to Chongqing Municipal Environment Protection Bureau for filing.

3Prepare the risk emergency plan for soil and groundwater pollution in the park

Set up a registration and reporting system for soil and groundwater emergency pollution accidents;

According to classification of risk early warning grade for soil and groundwater pollution, prepare the emergency plan and precautionary measures for high risk level.

4Organize the park and major pollution enterprises to perform training on technical guide and information system.

5Carry out environmental and social management for risk early warning in the park;

Prepare the environmental and social management plan for soil and groundwater pollution in the park;

Select model enterprises in the park to perform environmental and social management system case practice;

Organize Environmental Protection Bureau in the park and enterprise related personnel to carry out the training on environmental and social management system.

6Expert review

For stage results and early warning information data and information platform construction plan, hold technical appraisal meeting, and perform after being approved by experts of administrative department, risk assessment and early warning from Environmental Protection Bureau in the park;

For environmental and social management for soil and groundwater pollution in the industrial park, organize relevant experts to review.

V. Output Report

5Risk prevention and control technical measures and management countermeasures for toxic and harmful substances as well as training materials;

6Risk prevention and early warning training materials for soil and groundwater pollution in Changshou Industrial Park (Including environmental and social management);

7Comprehensive pollution prevention and warning system (with trail run completed) for prevention and early warning of soil and groundwater pollution in the demonstration area.

VI. Time Requirements

The project is expected to begin in December 2017 and end in December 2020.

VII. Qualification Requirements

Qualifications of Firms:

The institution undertaking the consulting service shall at least have the following qualifications:

1Have the legal business qualification;

2Be familiar with industrial hazardous chemical characteristics, the exposure routes of pollutants in soil and groundwater, with over 5-year experiences in soil and groundwater pollution prevention and control; Complete at least one project in one of the five aspects (chemical management, soil/groundwater pollution due diligence review, environmental and social risk assessment of industries, chemical pollution prevention and control technology, and emergency responses technologies) in the past five years.

3Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The lead partner of the joint ventures or the main consultant should have the project experience of (2) above; and the consultants or any partner of the joint venture or the main or sub-consultants should have at least one early warning system development experience.
